Not able to see View Designer

Hi All,

I am developing WDA application. When open the view am getting

Error in the ICF node
Specific ICF Nodes in Transaction SICF Must Be Released for
 the Web Dynpro View Designer
Check the following ICF nodes, as described in note 517484:
/sap/bc/webdynpro/sap/public/bc/viewdesigner

I`ve activated all the services in  /sap/bc/webdynpro/sap/public/bc/*  & also  /sap/bc/webdynpro/sap/bc/wdvd, /sap/bc/webdynpro/sap/bc/webdynpro.

But still am getting the above mentioned err. pls help on this.
